HAK’s master urban planning project starts with estimating the population for the program envisioned for the property and the goals desired. Once this is clearly articulated for housing and the support proportional facilities of educational, commercial, industrial, agricultural and religious uses, a market analysis follows to confirm these program goals. The urban development framework for the property is then conducted for the physical environmental setting at hand. The communication between political context of laws and standards; the social context; the financial feasibility, the governmental arrangements for urban infrastructure services and the compliance fit with governance goals for the planned concept of the project development area have always been the framework of HAK approach. A next step could be to create the community design specifications for land use requirements; support community elements, and development specification, quantity and cost assumptions. The urban design synthesis is then evaluated in its regional setting; the sub regional aspects; and the urban design concept of the planned community. The final economic evaluation and analysis reveals the project economic feasibility and fiscal impact. The project management implementation plan suggests recommendations for construction, operation and maintenance and if required self-governance.
